Old fantasy film with man on flying tiger on the cover?

in the 80's i was obsessed with my local video shop and especially with the cover of one film in particular. though my memory is hazy i remember that it was a fantasy style film (possibly a foreign one) and on the front cover of the vhs there was a man in clic fantasy grab (top off sword etc) riding a tiger with wings. i think i rented it out once and was dismayed that there was no flying tiger in it and i think that the bad guy was a woman???? just so you all know i am clued up with films and i have nevver come across it so it is not red sonja, conan, hawk the slayer etc. think i t must be rare. thanks for all reples
