Skinny Jeans or Not?

Hey, I'm pretty skinny and Tall (5'7 and 90 pounds) Im 13 years old and in the 8th Grade, Will skinny jeans look good on me? and if not what should I wear with Flats. I'm not allowed wearing Tights and Capri, so is there another way I can wear my flats and get away with the look?
