Warning Windows Live Hotmail has blocked some attachments in this mail because they appear unsafe.?

how can i have have a look at this attachment ,i know it's safe,it's come from someone in cambodia where the net is not up to the same level as the west. My inbox page won't open the attachment it won't click.
