Why does society tend to be apathetic towards the mentaly dissabled?

i think because disable fit outside the "norm" of society they are often shunned...i have 2 mentally disabled friends...and while they both get on my nerves from time to time...turning my back on them is something I DONT see myself doing...im sure i get on their nerves too!!!
